Moffat County Commissioners approved that declaration Friday night, citing an "imminent risk of widespread or severe damage, injury or loss of life or property resulting from flooding." Authorities are investigating a crash involving a driving academy vehicle in Mansfield on Saturday morning that left an 80-year-old man dead, officials said.Officers responding to a reported crash in the area of 250 East St. around 8:30 a.m. found a damaged gray Toyota Corolla with a Teachers Drivers Academy sign and a damaged white Ford Explorer, according to police.
